Basic educational recovery.

This subcomponent focuses on both hardware infrastructure and software aspects that promote the recovery of quality basic education. It will support the construction of 15 model primary schools with teachers’ accommodation and library facilities. All the new facilities supported on this component will be equipped with basic furniture, playing materials (recreational), and tools where appropriate. To enhance security, a perimeter fence will also be constructed around the schools, following lessons learned from prior experiences. The schools will also be equipped with solar electricity systems to light the classrooms library and teachers accommodation. There is a significant training component (soft aspects) which comprises a series of capacity-building programs for teachers, school teachers, and quality assurance officers from SUBEB. Training content covers inter alia school administration management and record-keeping, pedagogy, and core subjects, school monitoring, and supervision. Aside from these selected existing unqualified teachers will be supported to pursue training or relevant qualification upgrade (about 60% will be allocated to women to promote female role models for girls in communities). There will also be tailored training courses for School-Based Management Committees and PTAs from selected Primary and JS schools on their roles, responsibilities, and school development plans (SDP). This component also integrates an affirmative action for girls’ education through the provision of school materials for girls in identified primary schools and junior secondary schools, with low girls’ enrolments. The component will further promote psychosocial support and social cohesion programs through school counseling sessions, and community-based media. While a gender-sensitive infrastructure strategy will be developed to guide the physical component, guidelines for gender-informed training and capacity building will be developed to inform the soft interventions.
